First, you have to enable debug console in the options file. Go to `C:\User\[Your Name]\Documents\My Games\Binding of Isaac Afterbirth+` and find the file named `options.ini`. Open it and set `EnableDebugConsole=1`. Then, hit the tilde key (`~`) in-game. Enjoy!
