To open the debug console in The Binding of Isaac, hit the tilde key (~) right above Tab. Just remember, you have to enable it first in options.ini.

Editing options.ini to EnableDebugConsole=1 and hitting the tilde key (~) should do the trick. Enjoy the chaos!

Just go to your game's folder, find options.ini, set EnableDebugConsole to 1, then press (~). Easy peasy!
