Opening the full map in GTA San Andreas is pretty easy, just pause the game and navigate to the Map option. Here, you can zoom out to view the entire map. Some areas might be 'fogged' if you haven't explored them yet.

Just hit the pause button and select 'Map'. You can see the whole map, but remember, you gotta unlock some areas through gameplay for them to show clear.

Honestly, the whole 'explore to unlock' part of the map is what makes discovering San Andreas so fun. You can see the basic layout from the get-go in your pause menu, though.
