Opening a link in Steam is pretty straightforward! If you're already poking around inside the Steam client, just find the 'Web Browser' feature under the 'View' menu at the top. Click on 'View' > 'Web Browser', and boom, you can navigate the internet right there. Now, if you've got a URL you wanna check out, just copy and paste it into the address bar and hit enter. Voila, you're surfing the web Steam-style!

Just use your regular browser, tbh. Steam's built-in browser is okay for quick looks, but it's not as smooth or fast as Chrome or Firefox. Plus, you can keep all your gaming and browsing separate, which is nice.
On a side note, if you're trying to open a link that's supposed to do something in Steam (like activate a game, for example), you'll usually just click the link, and it'll prompt Steam to open and do its thing automatically. I've added games to my library this way, so I know it works pretty well.
