To open the Steam Browser, just hit Shift + Tab while in-game to bring up the Steam Overlay. There, you'll find the 'Web Browser' button - click it, and you're surfing the net without leaving your game!

Just launch Steam and head to the top left corner. Click on 'View' > 'Web Browser'. Easy peasy.

Honestly, just use a regular browser unless you really need to stay in-game. The Steam browser does the job, but it's kinda clunky compared to Chrome or Firefox.
