Just disconnect your internet and start Steam. It'll whine a bit but then gives you the option to start in Offline Mode. Works every time!
Easy peasy! Just go to Steam > in the top left corner click on 'Steam' > 'Go Offline' > 'Restart in Offline Mode'. Remember, you need to be online at first to set it to offline mode. Enjoy the solitude!
Pro tip: Always let Steam go into offline mode at least once while you're connected to the internet. That way, it won't throw a fit when you really need it offline.
