Easy peasy! Just press F3 to open a menu, then F8 to free your mouse. Uncheck the 'Disable Console' option. Finally, press Enter or ~ to open the console.

On Xbox or PlayStation, you can't directly open the console, but mods can add cheat functionality. Look into third-party tools if you really need it.
