Lowering the graphics settings worked wonders for me. I had lag spikes all over the place until I turned off shadows and lowered the draw distance. Game looks a bit worse but runs smooth as butter now!
Hot take but just get a better PC lol. GTA San Andreas is old now, so if you're having trouble running it, it might just be time for an upgrade.
