Just spray paint over the rust, dude. It's a Hot Wheel, not a Ferrari.

First, you gotta prep your Hot Wheels car: Take it apart carefully to avoid damage. Remove any rust with sandpaper or a wire brush, getting back to the smooth metal. Wash it with soapy water to remove dust and grease, then dry it thoroughly. Apply a rust-inhibiting primer to prevent future rust. Once that's dry, go wild with model paint in your favorite colors! Remember to finish with a clear sealant to protect your masterpiece.

I repainted a rusted Hot Wheels car for my nephew. The key is in the prep. Cleaned it with vinegar first to stop the rust, then sanded it down. Primed it with a spray meant for metal. When painting, I used thin coats, letting it dry between. Came out looking better than new!
