First, you need an OTG cable and the Sixaxis app. Connect the controller to the iPad using the OTG cable, open the Sixaxis app, and follow the prompts to pair!

You can't directly pair a PS3 controller to an iPad without third-party apps or accessories.

I managed to pair my PS3 controller to an iPad using Bluetooth! Go to Settings > Bluetooth on your iPad, press the PS button and the Share button on the controller until the light starts flashing, then select the controller from the list of devices.

If you have a Mac or PC, you can use a program called SixaxisPairTool to change the Bluetooth address of the controller to match your iPad. It takes some steps but works great!
