First up, you're gonna want to make sure your Steam Controller is charged and ready to go. Then, plug the wireless USB dongle into your computer. Hold down the 'Steam' button on your controller until it starts flashing, which means it's looking for a device to pair with. Your computer should recognize it in a jiffy. If you're feeling adventurous, you can also use Bluetooth mode. Just hold down the 'Steam' and 'Y' buttons until the controller starts blinking rapidly. Then find it in your computer's Bluetooth settings and pair it up!
