Level 83 is a cheeky one. Move the dog away by dragging it to the side, then the cat will come down on its own.
Pro tip from experience: Move the dog away to the left or right, and the cat will come down. It worked like a charm for me!
For Level 83, you need to get the cat down from the tree. Just swipe the dog aside, then the cat will climb down safely!
