Just get close to your opponent and press the grab button! On PS4, it's L1 + Circle, on Xbox it's LB + B.
Honestly, just button mash until you see your character throw! Works for me every time.
If you're playing on PC, the default throw command is using the Guard + Heavy Attack buttons together. Make sure you're close enough!
For a throw in Dragon Ball Xenoverse, approach the enemy and hit L1 + O (PS) or LB + B (Xbox). Easy peasy!
