From my experience, it's all about timing and the stage. Not every stage allows fatalities. Check the move list for the specific inputs when you're on a compatible stage.
To do stage fatalities in MK11, make sure you're on a stage that supports them, like the Dead Pool or the Tournament stage. Then, input the right button combo when your opponent is dizzy and close to death. Boom, stage fatality!
