Look for the Fallout4Prefs.ini file in there. Open it with a text editor like Notepad, then find the [Display] section. You'll need to add or modify the lines 'fDefaultWorldFOV=XX' and 'fDefault1stPersonFOV=XX,' where XX is your desired FOV. Do the same for Fallout4.ini located in your Documents\My Games\Fallout4 folder. Make sure to save the changes, and voila, your FOV should be permanently changed.
