You need to have an adult Sim nearby. Simply tap on the baby and choose an interaction like 'Cuddle' or 'Change Diaper'.
You can't really 'carry' the baby around like furniture, but you can interact with it by tapping and choosing 'Cuddle' or 'Feed'.
I've done this a million times in the game! Just tap your baby Sim and choose 'Cuddle' or 'Feed' to pick them up.
