Just place the shelf first, then pick your plant and drag it over. If it doesn't fit, try resizing or moving other items around.
Easy peasy! Go into Build Mode, select the plant you wanna place, and then just drag it onto the shelf. Done and done!
Why bother with shelves when you can just place plants on the ground? Save your effort!
