To plant flowers in Animal Crossing, you first need to buy some flower seeds from the shop (Nook's Cranny for example). Then, open your inventory, select the seeds, and choose 'Plant 1' to plant them in the ground. Make sure you've got a shovel and water them every day to see them bloom!
