You can also use TF2 matchmaking with custom lobbies by setting max players to 2, or just join a 1v1 community server.

Start a private server, choose the map, set the max players to 2, and have at it! Great for settling scores!

As a longtime TF2 player, I'd recommend using console commands to set up a quick 1v1 match. Just type `sv_lan 1`, `sv_cheats 0`, then `maxplayers 2` in the console and invite a friend.
