In Super Street Fighter II Turbo, you can play as Akuma (Gouki in Japan) by selecting Ryu, cancelling, then selecting T. Hawk, cancelling, then selecting Guile, cancelling, then finally selecting Cammy and cancelling again, then pressing start and all three punch buttons at once. If done right, Akuma will appear!

You can play as Akuma in Super Street Fighter II Turbo! Just highlight Ryu, press start for 1 second, then highlight T. Hawk, Guile, and Cammy for 1 second each. Finally, hit start and all three punch buttons. Boom, you're Akuma.
