Open the game, go to the console by pressing the tilde key (~), and type `sv_cheats 1` followed by `tf_bot_add`. Boom, bots added!

Personally, I just type `tf_bot_quota X` in the console, where 'X' is the number of bots you want. Works like a charm every time!
