Unfortunately, DBZ Budokai 3 isn't directly available for PS4. But you can get the HD Collection on PS3 and use the PS Now service to stream it to your PS4!

I had the same issue! I ended up using PS Now to stream the PS3 version on my PS4. Works like a charm.
