Download Fallout 3 from the Steam store, then go to Settings > Compatibility > Force the use of a specific Steam Play compatibility tool. Select the latest Proton version. Should be good to go!

Just add Fallout 3 to your Steam library if you haven't already. If you get crashes, try using Proton Experimental. Worked like a charm for me!
