You can't, at least not directly. Fallout 4 VR isn't a thing without using mods or third-party programs. Bethesda didn't make a VR version for Fallout 4, unlike Skyrim which got the full VR treatment. So if you wanna stroll through the wasteland with your VR headset, you'll need to get creative with software that can 'VR-ify' regular games.
