Just go to the park and look for the 'Play Frisbee' interaction on the open grass areas. Your Sim needs to be at least a preteen to do this!

You gotta be at the park or your home lot. Tap on the grass and scroll until you find 'Play Frisbee.'

Honestly, if you can't find it, it might just not be available in your current game update. Not everything is always there!
