Just make sure your Sim has a dog and a Frisbee. Then, tap the dog and select the 'Play Frisbee' action.

First-hand tip: Get a dog from the Pet Store, get a Frisbee from the Promotions 'R' Us store, then tap on the dog and choose 'Play Frisbee'. Super fun for both the Sim and the dog!
