In Sims FreePlay, you can play frisbee with your dog by simply tapping the dog and choosing the 'Play Frisbee' option. Easy-peasy frisbee-squeezy!

In my experience, you need to tap on your dog in-game and select the 'Play Frisbee' option from the action menu. Make sure your Sim has a frisbee!
