You need to reach level 11 and build the Pet Store to buy a dog. Then, select the dog, click the frisbee icon, and let the fetching fun begin!

First, have a dog, either by buying one from the Pet Store or having one move in with a Sim. Then, simply tap the dog and select the 'play frisbee' option. Enjoy!
