Honestly, just disconnect your internet once you're in a public session. It'll kick everyone out and leave you in your own session. Not the most elegant solution, but it works.
If you're like me and prefer the solo grind without interruptions, setting up a solo public session by tweaking your network settings is another way. For PC, you can suspend the GTA process in the Task Manager for about 10 seconds and then resume it. This usually empties out the session, leaving you to play alone. Console players might need to mess with MTU settings, but it's a tad more complicated.
