First, make sure you and your friend have the same Dragon Ball PSP game version on PPSSPP. Then enable 'WLAN' and 'Networking' in the PPSSPP settings. Finally, just host or join a game from the game's multiplayer menu!
Just get the same game ISO, turn on networking in PPSSPP, and follow the in-game prompts. It's that easy.
Tried it myself: Set up the same IP address in the 'Networking' settings for both devices. It worked smoothly for my friends and me!
