If you want to play PSN games offline, just activate your console as primary for your account and start the game once with an internet connection.
First, make sure that your PSN account is set as the primary account on your console. Then, simply start the game while connected to the internet to verify the license, and voilà, you can now play it offline!
Seriously, just set your PS4 as your primary console and make sure you’ve launched the game while online at least once. Done deal!
