Go to Settings > Account Management > Activate as Your Primary PS4. Then, ensure you have downloaded the game and started it once while online—you're good to go offline after that!

If you want to play PSN games offline, just activate your console as primary for your account and start the game once with an internet connection.

First, make sure that your PSN account is set as the primary account on your console. Then, simply start the game while connected to the internet to verify the license, and voilà, you can now play it offline!
