To play Sonic Mania on Steam in offline mode, first launch the game online to make sure it's updated. Then, switch Steam to Offline Mode by going to 'Steam' in the upper-left corner and selecting 'Go Offline'. Voila, you're all set to keep the rings rolling offline!
