Honestly, playing TF2 offline isn't the same. You need that chaos of real players for the true experience, but bots can be fun for practice!
You can play TF2 offline by heading to Training or creating a game with bots. Just go to 'Create a Server' and set it to 'Offline with Bots'.
Start Steam in offline mode, launch TF2, and look for the practice mode with bots or create a custom game to play solo. Works like a charm!
