Technically, there’s no legit way to play TF2 offline without Steam. The game needs Steam to run, period.

You can play TF2 offline by running it in offline mode through Steam. Just turn off your internet, and make sure Steam is set to Offline Mode before launching the game.

From personal experience, if you have a working copy of TF2, you can still play against bots after setting Steam to offline mode. Just start the game from your library and select “Practice vs. Bots.” Easy peasy!
