You can't actually play Tetris 99 in a true local mode without online connectivity. You'll need everyone to have their own Switch on the same network.

To play Tetris 99 locally, you'll need to set up a private battle in the game. Just go to the 'Local Arena' option and invite friends nearby!

If you want local multiplayer, Tetris 99 isn't your best bet. But try Tetris Effect: Connected. It has awesome local multiplayer options!
