Make sure your Sim has enough space and is free. Then, place the tea set on a surface, tap on it, and choose 'Have Tea.' They'll do the rest!

All you gotta do is buy a tea set from the home store, put it on a table, and then select the 'Have Tea' option when you tap on it. Your Sims will take care of the rest!
