You can use Instagram's desktop site! Just head to instagram.com, click the plus icon, and select 'Story' to upload your masterpiece.
Third-party apps like 'Later' or 'Hootsuite' can schedule and post stories, but Instagram's own desktop site works great for me.
Honestly, it's easier to stick to mobile for stories. The desktop options are limited and clunky. Just my two cents.
