How to Promote a Leader in State of Decay 2
First, improve your community members' standing by completing missions and killing zombies. Once someone reaches the rank of Hero, you can promote them to leader from the Community menu!

Just get a survivor to Hero rank by doing lots of missions and then promote them through the Community tab. Super easy!
Survivor to Hero, then Hero to Leader – just hit the Community menu once your survivor's a Hero. It's a piece of cake!
Hit the grind! Do missions, kill zombs, and when one of your survivors becomes a Hero, promote them via the Community menu!
You gotta turn one of your survivors into a Hero by completing tasks. Then, go to the Community screen to promote them.
