Just kill a bunch of zombies and do missions with your chosen survivor until they're Hero rank. Then head to the community menu and promote them to leader. Easy peasy!

To promote a survivor to leader in State of Decay 2, first max out their standing by completing missions and killing zombies. Once they're Hero level, go to the community screen, select the survivor, and choose the 'Promote to Leader' option.
It's just like getting a promotion at work – prove your value, and then hit that button! Promote your survivor to leader through the menu once they're at Hero status.
