Make sure your chosen survivor completes their specific quests. After that, open the Community menu and promote them to leader.
You need to complete the necessary Legacy Quests with your chosen survivor. Once done, head to the Community menu, select your survivor, and promote them to leader!
Complete the hero鈥檚 missions, then go to the Community screen and pick 'Promote to Leader'.
Just finish the hero's Legacy Quests, open Community menu, select 'Promote to Leader,' and boom, you're done!
