Just jump over it and come down with a kick. Simple but effective!
Block it low, then go for your character's fastest combo starter. You'll catch them off guard and deal some good damage.
When you see a low sweep coming, block it low and then hit 'em with a quick counterattack like a crouching medium punch or even a special move. Timing is key!
