Heads up! You gotta complete the quest 'Howl of the Kubrow' to get your first collar. After that, slap it on in your Arsenal.
The collar is just a cosmetic item for your Kubrow or Kavat. Go into Arsenal, select your pet, and you'll find the option there.
You actually don't need a collar for gameplay; it's purely cosmetic. So make sure you finish 'Howl of the Kubrow' quest to unlock it!
