From experience, after setting up my outpost, I just used the crew menu on my ship and clicked ‘assign to outpost’. They seemed happy enough!
Just go to your ship's crew management screen and assign your crew to the outpost. It's so simple even a Martian could do it!
Honestly, managing crew in Starfield feels like herding cats, but once you get to the outpost menu, it’s all good!
