Make sure your profile settings allow followers! Go to Settings & Privacy > Settings > Public Posts. Set 'Who can follow me' to 'Public' and you're all set!
I did this last week: go to your privacy settings, make your posts public, and then enable followers under 'Public Posts'. It took like 2 minutes!
Literally just go to settings, find 'Public Posts', and enable 'Who Can Follow Me' to 'Public'. Done and done!
