Just find a gas can lying around the map (usually in buildings). Once you've got one, get in your car, open your inventory, and click 'use' on the gas can. That's it!

Easy peasy! First, find a gas canister somewhere on the map. Then, hop into your car, open your inventory, and use the gas canister to fill it up! You're good to go!
