Just finished adding stairs the other day! You need to complete the 'Multi-Story Renovations' quest first. Then, hit up the Home Store, pick your stairs, place them, and you're all set. Enjoy your second floor!

First, make sure you've completed the 'Multi-Story Renovations' quest! Once that's done, just go to the Home Store, find the 'Stairs' tab, and select the design you want. Place it where you like and voila, you have stairs!
