Just tap on the infant, and choose the option to 'Put Down'. Your Sim will place the baby on the floor.

You need to first pick up the infant, then tap on the floor and choose 'Put Down Infant'. Works like a charm!

Honestly, just try interacting with the crib and click 'Cancel' when moving. The infant should end up on the floor.

You can't directly put them on the floor. Just use the crib and hope for the best.
