You can't officially use multiple hairs without some workarounds. Using the advanced settings to paste in additional hair IDs is your best bet.
Alright, so here's the trick: First, go to the Avatar Editor and put on one hair. Then, click Advanced in the bottom right, copy the asset ID of another hair you like, and paste it in one of the extra slots. Rinse and repeat for more hair.
Just go to the Avatar Editor, select one hair, and then use the Advanced settings to add more by pasting the hair IDs.
