Honestly, the easiest way? Just move the soldier one tile away. Flame be gone!

Carry a Specialist or a Medkit. Nothing like the smell of burnt armor to remind you of the Medkit in your backpack!

Just move the affected soldier to a nearby tile. Fires tend to go out once they're on a new square.
