Turn off your PS3 completely. Then, press and hold the power button until you hear three beeps (about 10 seconds). Release the button after the third beep, and it'll boot into safe mode.

From personal experience, you need to turn off the PS3, then press and hold the power button. Keep holding even after it turns on again until you hear a third beep. That's how I fixed a corrupted system file once.
